Opinion on the revision of the European Directive on the energy performance of buildings

André Viola, President of CEPLI, Departmental Councillor, delegate for Europe and International for the Departement of Aude and member of the French Delegation to the European Committee of the Regions (CdR) has been appointed rapporteur for the opinion on the revision of the European Directive on the energy performance of buildings.

He brought this opinion to the CoR Plenary Session in June 2022. The position was adopted unanimously.

The Energy Performance of Buildings Directive is a cornerstone of the ‘Adjustment to Target 55’ package, which aims to reduce EU greenhouse gas emissions by at least 55% by 2030.

It is fully in line with the Green Deal for the European Union.

Significantly accelerating the renovation of buildings is crucial not only to achieve the EU’s climate goals but also to strengthen the EU’s energy security and self-sufficiency, and to tackle energy poverty for those who should not be left behind.

We need energy-efficient buildings for “RePowerEU”.

When presenting the opinion, the rapporteur underlined the need to involve local, intermediate and regional authorities in the policy-making process related to the building renovation wave in order to ensure that the transition takes place all levels.

He also recalled the importance of sufficient and specifically allocated resources to local authorities, both in terms of financial envelopes and capacity building and technical means.
